The thought of that kind of eugenics is still pretty scary. Completely eliminating a certain portion of the population is the kind of proposition that just begs for a slippery slope argument, and we know how Fox loves those. Besides, there are some who actually prefer disabilities for god knows why. The book Truesight actually discusses a colony of people in the space age who chose a gene for blindness, though to be honest I don't quite remember that book anymore.

It's not like we're eliminating a certain race or nationality: we're eliminating a condition that was never beneficial or benign to begin with. There's no real advantage to preserving Down's Syndrome beyond some twisted medical curiosity. Would you argue that it would have been better if smallpox had never been eradicated?
