No, "Nigger" is a derogatory term used against people of African descent.
"Spic," is a derogatory term used against people of Hispanic/Latino descent.
Calling somebody who looks to be/ is of African descent a "Nigger" even if they are doing something reprehensable is offensive, no matter what you meant, because a simpler term such as "asshole" or "douchebag" can be used.
The same goes for calling somebody who looks to be/ is of Hispanic/Latino descent a "Spic" just because they are doing something reprehensable.

Thing is, this one is one of the not-so-common 'lone wolf' attacks. So think less 9/11 and 7/7, and more Oklahoma City 1995 and that gent who in 2010 flew his Cessna into an IRS building.

I am constantly discovering things in which I'm allergic too. Steve and I went to my family reunion (it was great by the way, Steve bonded with all 160+ family members that arrived even though 360+ were expected, and he's now officially part of the group). Anyway, I won glow bracelets as prizes, the kind you break and they glow in the dark.
After chunks of my arm swelled up, I now learned I cannot wear rave bracelets.
Oh, and if my brother dosen't stop spraying his God damn axe body spray all over the house, I will shove the cussing canister down his throat and show him how it's like to experience not being able to breath. Maybe then he will respect the fact I have asthma and cannot breath through a mist of chemicals.

I know, it's the fact that whenever I try to do anything that normal people do, life roundhouse kicks me and asks me when I will realize I'm cursed to forever be threatened by death from the most mundane things. I am waiting the day my doctor tells me I'm allergic to oxygen.
Edit - I was reminded of the time during the 4th of July, me and the group (Steve, Taco, some other people) got together and began to battle with glow wands. One broke and sprayed in my eyes, in which all the fireworks that night looked purple and green, despite, from what I heard, most were red and yellow.
